reCAPTCHA verification will not fail script to stop email action

Our issue is that an email is generated regardless if the captcha is verified or not. Any ideas why this will not fail if the captcha isn't verify and the box checked to say "I'm not a robot?" Here is a sample of the form we have tested:

How to validate site key and secret key?

I need to validate if the two keys entered in a cms settting web form are valid. I know I can do this with http://bit.ly/11H4Jer link and secret key, but there is no error code for site key.
