IE 8 (Compatibility Mode)

is it legal to host "api.js" on my server?

Hello, I have read the license terms and it is not clear to me. I would like to host "api.js" in my own server. Do not want to call it online. Is it legal? I will not modify anything at all. Google's new reCaptcha doesn't work on Windows Phone

The recaptcha box isn't displaying on WP8 with official IE mobile browser.
